อาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) หมายถึง บุคคลที่ได้รับการคัดเลือกจากชาวบ้านในแต่ละกลุ่มบ้านและได้รับการอบรมตามหลักสูตรที่กระทรวงสาธารณสุขกำหนด โดยมีบทบาทหน้าที่สำคัญในฐานะผู้นำการเปลี่ยนแปลงด้านพฤติกรรมสุขภาพอนามัย (Change agents) การสื่อข่าวสารสาธารณสุข การแนะนำเผยแพร่ความรู้ การวางแผน และประสานกิจกรรมพัฒนาสาธารณสุข ตลอดจนให้บริการสาธารณสุขด้านต่าง ๆ เช่น การส่งเสริมสุขภาพ การเฝ้าระวังและป้องกันโรค การช่วยเหลือและรักษาพยาบาลขั้นต้น โดยใช้ยาและเวชภัณฑ์ตามขอบเขตที่กระทรวงสาธารณสุขกำหนด การส่งต่อผู้ป่วยไปรับบริการการฟื้นฟูสภาพ การคุ้มครองผู้บริโภคด้านสุขภาพ หรือบทบาท 6 ประการของ อสม. คือ แก้ข่าวร้าย กระจายข่าวดี ชี้บริการ ประสานงานสาธารณสุข บำบัดทุกข์ประชาชน ดำรงตนเป็นตัวอย่างที่ดี
